Use this property to define the logical height of the form. The logical size of a form can be larger than its physical size, which is what the system actually displays when the form is opened.

The unit of measure is 1/100 mm.
If the logical size of the form is set to be larger than the physical size, the system will automatically add scroll bars as necessary.
All controls are placed according to the logical size of the form. This means that controls can be scrolled out of view.
If you set this property to infinite, the system will not include scroll bars. You can change this property at runtime by using the LOGHEIGHT function..

То есть чтобы на форме появился скроллинг, нужно установить логическую высоту/ширину у формы меньше, чем высоту/ширину этой формы.
